Job Description

Our client within the railway sector wishes to employ a senior engineer to take responsibility for the following:

To ensure that appropriate engineering standards are used in relation to design and construction on all contracts within the project.

To ensure that the project complies with legislation, group standards, company standards, the Route Modernisation Project Integration Management System and territory requirements.

To ensure that suitably qualified and experienced staff are appointed to control the design and construction engineering aspects of all contracts within the project

To assist the Engineering Manager to achieve the following:

To ensure the competence of all principal functional engineering resource working on all contracts within the project.
To provide functional guidance, direction and ensure that all functional engineers working on the project are briefed.
To review the application of engineering controls and procedures to all projects within the organisation.

To ensure that specific contracts are engineered to the standards and specification of the company by:

Discharging the obligations of senior project engineer/project engineer for applicable contracts.
Ensuring that all contracts include reference to the appropriate group standards, company standards, Route Modernisation Programme Integrated Management System and local territory requirements.
Surveillance of design and construction specialist consultants and contractors
Implementing company systems and procedures to ensure a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects, being aware of all relevant legislation and liaise with relevant governmental departments.

To ensure the use of relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all contracts within the project.

To ensure that the environmental aspects of all contracts are managed in accordance with company environmental policy.

To monitor all contracts for compliance with group standards, company standards, Route Modernisation Programme Integrated Management System and territory requirements.

To ensure that the design and construction elements of relevant contracts meet the requirements of legislation, including CDM.

To ensure the adequate provision of site supervision for all construction activities including testing and commissioning.

To assure the competence of contractors’ design/construction/specialists staff.

Undertake reviews of design and construction activities. Arrange audits of contractors and consultants to ensure that safety and quality of design, construction, testing and commissioning and management systems is adequate.

Assurance of design and specialist consultants and contractors.

To ensure that the project is supported and accepted by the functional engineer.

Ensure approval of applications submitted for ‘Approval in Principle’ on behalf of the functional asset steward.

Essential:

Membership of relevant professional institutions.
Chartered registration with the Engineering Council. May be developed.
Excellent experience in engineering disciplines, with involvement in design and construction projects across multi discipline areas.
Experience of major, multi discipline contracting.
Knowledge of Engineering Safety Management and structuring safety cases in support of projects.
A knowledge of Quality Assurance.
Highly developed interpersonal communication skills.
Documented Continued Professional Development of a high standard.
Cross-functional railway engineering appreciation.

Desirable

Detailed knowledge of cross-functional engineering.
An appreciation of environmental issues in engineering works.
An understanding of the arrangements required for the independent assessment of work.
