Job Description
This major rail infrastructure organisation controls billions of pounds of investment dedicated to giving 21st Century Britain the rail network it needs. Based in the historic city of York, this department is responsible for the delivery of several leading Rail projects whilst overseeing the majority of major rail enhancement projects delivered by outside parties.
The role of the Project Development Manager is to manage the day to day activities of projects from the initial concept stage through to Approval in Principle (GRIP stage 4). This involves responsibility for the delivery of individual projects or parts of projects to time, cost and quality, in accordance with the all applicable Network Rail company standards and current legislation. To achieve this, the Project Development Manager is expected to manage a small inter-disciplinary team involving people both inside and outside the division. In addition the post holder will place and manage contracts with suppliers as well as managing internal and external stakeholders, in co-operation with the project sponsor.
Key Responsibilities:
Deliver individual projects or parts of projects efficiently and cost-effectively to time, cost and quality, in accordance with the Guide to Railway Investment Projects (GRIP), applicable Network Rail company standards, current legislation and procedures including HMRI guidance where appropriate.
Deliver small or medium sized multi-disciplinary projects by managing design, procurement, cost control, safety and environmental issues.
Manage both internal and external resources to deliver projects
Develop details for the possession plan and authority submission for allocated schemes and provide to sponsors as required.
Manage value and risk throughout the project life cycle for allocated schemes by use of Network Rail’s formal systems, drawing on the support of relevant experts
Liaise with the Route Enhancement Manager’s team, Third party clients and other internal and external stakeholders to provide a high quality service to customers and gain support for projects ahead of their implementation.
Provide a professional, first class, consistent and effective project management service including the use of performance indicators and project reporting systems in accordance with Railway Group and Network Rail’s company standards and guidelines.
Essential skills are as follows
Successful relevant experience, particularly project management, preferably within the Rail environment.
Educated to HNC/HND or similar standard.
Good interpersonal and communication skills.
Some knowledge of safety regulations.
Project safety management experience
Desirable skills are as follows
Membership (or working towards membership) of the Association for Project Management or other professional body.
A degree or equivalent.
Understanding of statutory and railway planning consents
Knowledge of safety, quality and environmental procedures.
Appreciation of commercial and financial procedures.
Appreciation of contractual arrangements.
Six Sigma Yellow Belt.
