Job Description

London local authority requires a Structural Engineer to carry out site inspection. The purpose of the job is to act as a specialist officer within the section providing expert technical advice in relation to and inspection of on-site construction and related matters in the context of the building regulation approval process.
Main Duties & Responsibilities
To carry out on-site inspections of structural and related construction matters to ensure that work is undertaken in accordance with statutory requirements, relevant standards and codes of practice, the highest professional practice and the Council’s policies and procedures
To draw to the attention of the relevant site personnel and Building Control case officer any unsatisfactory workmanship or variations to approved plans and to ensure that appropriate remedial action is taken in time to achieve compliance with the structural aspects of building regulations.
To promote the work and services of the Directorate and Section liaising with other services within the Council, external bodies and statutory authorities including the provision of information, advice, guidance and assistance to residents of the Borough and businesses.
Job Activities
Inspect plans, calculations and other documents accompanying formal applications to determine whether the proposals comply with all the various technical and legislative requirements of all structural and related matters in the Building Regulations, and other associated legislation, having regard to statutory time limits and the need for consultation with other statutory bodies.
Make recommendations for the approval / rejection of the structural and related aspects of applications and produce schedules of conditions within stipulated time limits.
Manage a caseload of specialist work and visit sites alone, as requested to inspect building work in progress to determine whether it conforms, or otherwise, to approved drawings and/or the structural aspects of building regulations.
Deal with situations on site, ensuring that remedial action is taken in time to achieve compliance with the structural aspects of building regulations.
Record in detail site inspections, meetings, observations and other visits, particularly in cases of non-compliance and agreed variations to approvals, for future reference. Notes and records are to be kept to a standard suitable for use in defence of the Council in any future legal proceedings.
Respond to requests for advice on all the legislative and technical aspects relating to the structural engineering element of Building Control and research and respond to any enquiry accordingly.
Ensure that all duties and responsibilities are performed in accordance with all Health & Safety legislation and the Council’s Policies and Procedures including Financial Regulations, Standing Orders, Personnel Policies and Procedures, Health & Safety Policy etc.
Keep abreast of professional developments and best practice in all relevant areas of building control, attending Continuing Professional Development courses as appropriate and continually applying updated knowledge to the present caseload.
Operate and utilise Information Technology as appropriate to the work of the section.
Promote and comply with the Council’s Equal Opportunities Policy in the opposition and eradication of all forms of discrimination and ensure all services are accessible to all users.
