JOB DESCRIPTION
POST: Social Worker (Under 11's) Fostering Service
GRADE: SW3QU
RESPONSIBLE TO: Team Manager, Fostering Service
Basic Objectives
·To undertake all tasks and duties in accordance with service standards and ensure the achievement of key national and departmental performance indicators.
·To recruit, assess, train, supervise and support a wide range of foster carers appropriate to the needs of The London Borough's diverse looked after population.
·To find families for children which match their assessed needs and promote the interests of children in placement.
·To comply with the requirement to maintain confidentiality of information at all times, including details of service users, residents, clients, suppliers, contractors, staff and finances.
·To achieve the required standard of competence to effectively use industry standard applications such as Microsoft Office as well as social care record systems.
Main Duties And Responsibilities
1.To participate in foster carer recruitment campaigns, with a focus on carers for babies and younger children. To pursue opportunities to heighten local awareness of the need for family placements both in general and among specific communities, in accordance with the annual recruitment strategy.
2. To follow up enquiries from applicants to foster to ensure that all appropriate applicants have an opportunity for assessment within departmental timescales.
3.To assess prospective carers, both individually and as part of Preparation Groups, as to their suitability for the fostering task. To ensure that “Checks” on carers and significant others are completed and updated within prescribed timescales and Health and Safety assessments are routinely undertaken.
4.To prepare and present assessment reports for both initial and continuing approval (and de-registration) of carers to relevant Panels.
5.To provide a supervisory social work service to approved foster carers, including maintaining regular contact with carers and formal visits undertaken according to agreed timescales
6.To conduct a training needs analysis of each foster carer and ensure they participate in training courses and other initiatives identified as relevant to their particular needs as carers for babies and younger children, evaluate their progress and skills development to contribute to the annual monitoring of foster carers at their annual review.
7.To participate in the running of a Fostering Duty Service in conjunction with the Placement Service.
8.To be aware at all times of child protection issues relating to children looked after by the local authority and, where necessary, to assist in the investigation of allegations made against foster carers.
9.To co-ordinate and progress the Family Finding process in order to meet the assessed needs of babies and younger children requiring placement.
10.To be aware of the Care Plans of children placed, to ensure that Placement Agreement Meetings are convened and that Foster Carers are facilitated and monitored in undertaking the tasks allocated to them – including contributing to rehabilitation and adoption/permanency plans.
11.To be responsible for the maintenance of files to the standard required by the department. To assist in the maintenance of accurate information systems concerning all placements resources as required.
12.To initiate and participate in support groups and other developmental/training initiatives for prospective and current foster carers.. To work together with partner agencies and local groups - CAMH's; LAC Education Team; Health Visitors; Designated Nurses; Family Centres .etc including the London Borough's Foster Carers' Association to enhance the service to babies and younger children.
13.To offer consultancy and advice to social workers and staff in other agencies on matters relating to the family placements and the placement needs of teenagers. To facilitate effective working relationships between foster carers and District and Adoption and Permanency Social Workers.
14.To initiate and assume responsibility for particular projects that expand and develop the Under 11's fostering service in partnership with other agencies.
15.To attend and participate in service and departmental meetings as directed and to undertake appropriate training as required.
16.To undertake other temporary duties, consistent with the basic objectives and/or duties of the post.
17.To exercise responsibility as laid down under the Health & Safety at Work Act or as amended by departmental procedures.
