Job Description
JOB PURPOSE
To prepare, monitor and review the Council’s Local Development Framework and to respond to national, regional and sub-regional policies and strategies and apply good practice in community engagement in planning matters .
MAIN DUTIES
To develop policies and assist in developing Local Development Documents, including Core Strategy, and Supplementary Planning Documents
To undertake research and studies and compile, analyse and present findings with recommendations where appropriate to support policy development
To assist with information collection and statistical analysis for the Annual Monitoring Report and performance management purposes
To assist with the maintenance and development of IT systems, including monitoring and consultation databases, and the LDF webpage
To organise and participate in community consultation events, prepare event material, attend events and liaise with community groups
To liaise with other services, statutory bodies and organisations on policy matters at a local, sub-regional and regional level
To provide policy analysis for Council of policies and strategies of other agencies including the Government, Mayor of London, the Greater London Authority, adjoining authorities and other statutory bodies
To advise on the policy implications of planning applications
PERSON SPECIFICATION: Planning Policy Officer
Part 1: Qualifications and Experience
1. Degree in town planning or equivalent and proven experience of planning policy work.
2. A sound knowledge and understanding of current planning legislation, policy guidance and circulars, practice and case law, the role of the Council’s Local Development Framework and the ability to apply that knowledge to the development of policies across the range of planning policy activity
3. Ability to organise own workload and work under pressure, maintaining high quality and output and achieving set deadlines and targets.
4. A sound understanding of project management
5. Understanding of good practice in community engagement in the context of Local Development Framework
6. Good knowledge of IT especially word, excel, powerpoint, access, GIS and preferably “limehouse” system.

7. Works co-operatively with colleagues and as an effective team member
8. Good written and oral communication skills
9. Sound analytical skills

Understanding and experience of environmental issues and sustainability, assessing health impact
