Job Description
Are you an accomplished, self motivated and reputable Business Case Consultant with proven experience in the Construction Industry, working on Public Sector projects?
If so then this could be the position for you!
My client, a leading Construction Consultancy is looking for candidates who can help continue the growth and success of their Consulting Team.
Successful candidates can expect to be directly involved in:
» Delivering and improving the Business Case service provided by the Public Sector Consultancy, primarily within but not limited to the health sector.
» Delivering major change initiatives for public sector clients and suppliers to the public sector.
» Working as part of a team, or potentially supervising staff or contractors, to support delivery of commissions and services.
» Developing service propositions and tender responses for the consulting business.
» Supporting the finding and delivery of new sales opportunities.
» The growth and development of the business as a whole.
Based in London but with the need to travel within the UK and on occasion internationally.
Specific Job Requirements
» Detailed awareness of service delivery initiatives in the NHS and the translation of these into specific situations within the provider environment across all delivery situations
» Detailed awareness of guidance and policy in documents such as, Government White papers, HM Treasury guidance, etc. and the ability to apply this to projects
» Detailed awareness of mandatory and best practice guidance such as HBNs, HTMs, documents from DoH agents (including ProCure 21 team, the Sustainability Unit) and the ability to apply this to projects
» Ability to lead a team or work alone as a senior member of staff on projects for both commissioners of services, providers of services or private sector clients. As part of this role to analyse all relevant data, ensure that the information is appropriate for the decisions which will draw upon it, and ensure that the client receives appropriate advice to draw well informed and balanced conclusions.
» To lead or assist in the preparation of;
» Documentation; Clinical and service delivery strategies including LDPs and SSDPs, Estates strategies
» Supporting information (project); Generic Economic Models, Procurement strategy and documents, Project briefing documents, Epidemiology and population analysis, Funding streams and financial flows, ICT / IMT compliance
» Supporting information (service), Operational policies, Commissioning plans
» Supporting information (capital)
» Activity based schedules of accommodation, Functional contents, Output specifications, Equipment lists, Room data sheets, Environmental and sustainability plans, Response to DDA regulations, Project plans
» To evaluate project briefing documents and architects designs, taking into account national guidance, and local policies.
» To lead the preparation of business case documents.
» To lead Post Project Evaluation exercises in accordance with the agreed PPE process.
» Undertake the procurement or selection of other professional advisors supporting a commission
» Lead or support a multi-disciplinary team and other staff in the completion of the commission
» To project manage commissions in which consultancy services may be provided in house or by others.
» To ensure all projects are managed within the agreed resources.
Specific Requirements
» Ability to identify, interpret and follow written guidance, especially those produced by the NHS, OGC and HM Treasury in relation to Business Cases.
» Ability to work effectively within the team and ensure that professional advice is effectively communicated, including any risks.
» Ability to achieve the confidence of the clinical, design and management teams based on sound skills and knowledge of the relevant issues.
» Ability to communicate effectively with all client representatives and external advisor colleagues.
» Maintain knowledge and understanding of Public Sector initiatives, procedures, protocols and legislation as applicable to the Health Sector.
» Maintain knowledge and understanding of NHS capital procurement methods.
» Maintain knowledge and understanding of clinical processes, initiatives and innovations which impact on the built environment.
» Maintain an understanding of medicine and clinical services especially in terms of the interaction and inter-dependence of different specialties
» Design related skills: ability to interpret architect’s plans and assess them for functionality, together with the ability to make constructive proposals which will enhance efficiency and functionality. Ability to understand the cost implications of major design proposals and the associated revenue costs/benefits.
» An understanding of broader business transformation tools and techniques and especially the interpretation of potential effects
» Numeracy: Be comfortable in handling numbers in the preparation of economic appraisals (NPVs, EACs, etc)
The salary range is between £30,000 and £55,000 plus benefits and commensurate with the candidate’s skills and experience between.
