Job Description

1 JOB PURPOSE

To contribute to the work of the Development Control Team which seeks to provide effective control and monitoring of minerals and waste development, and of developments the County Council undertakes on its own behalf.

2 PRINCIPAL ACCOUNTABILITIES

2.1 To provide pre-application advice and general planning advice to commercial companies, planning consultants and the public in relation to mineral working, waste disposal and the County Council’s own development.

2.2 Upon receipt of planning applications, to identify the key aspects of the proposal and the need to refer to technical consultees and undertake the public notification procedures.

2.3 In dealing with planning applications, to liaise with the technical consultees and the applicants on aspects of the application and respond positively and effectively to queries from the public. To assess the implications of proposals in the light of planning policy and government advice and to make recommendations on the proposal including, where appropriate, planning conditions which minimise the impact of development.

2.4 To advise Members, applicants and the public on applications for Certificates of Lawful Use & Development and on proposals involving waste, giving particular regard (having consulted legal officers where appropriate), to planning law and procedures.

2.5 To represent the Planning Authority as an expert planning witness at Public Inquiries and to assist Counsel in the presentation of cases at Inquiries. To prepare and submit written representations on behalf of the Council in respect of appeals handled in this way.

2.6 To advise planning enforcement officers on matters of policy and the need for planning permission for unauthorised minerals and waste related development.

2.7 To undertake other projects to meet the requirements of the Service plan.

3 ORGANISATIONAL FUNCTIONS AND CONTROL

Reports directly to Team Manager: Development Control. The post holder will be provided with support and advice from more senior officers, particularly on issues of a technical nature, but will seek to become self-sufficient and independent as quickly as possible

4 JOB CONTEXT

4.1 The post sits within the Planning Division of the Environment and Regulation Service in the Services for Communities Directorate.

4.2 The post-holder has a role in advising the Council on the planning implications of planning applications relating to minerals, waste and County Council development.

4.3 Minerals and waste planning policies are contentious and sensitive. The Minerals Local Plan and Waste Local Plan are influential and over complex issues. Planning applications for large scale minerals, waste and the County Council’s own development can be issues of significant public interest.


5 FUNCTIONAL RELATIONSHIPS AND PERSONAL CONTACTS

The post-holder relates to the Team Manager: Development Control. The post-holder will also be in regular contact with applicants, members of the public, Members of the Planning and Regulatory Committee and other officers of the Council.

6 PERSON SPECIFICATION

6.1 Technical/Professional Qualifications & Training

The post-holder is required to be educated to degree level, with a relevant professional qualification and either eligibility for membership of an appropriate chartering body(ies) or working towards such status.

6.2 Work Experience

A minimum of two year’s work experience is desirable.

6.3 Special Abilities and Aptitudes

The post-holder should be able to work to a high level of independence and on his or her own initiative.

The post-holder should be self-confident, willing to participate in a team, willing to assist other team members and take direction from the line manager.

The post-holder should have a commitment to producing work of an excellent standard and within tight deadlines.
