Job Description
Our client, a local authority based in a vibrant university town in the heart of Cambridgeshire, is looking for an Environmental Programme Manager to ensure the delivery of Environmental Projects to bring about lasting and cost effective improvements to the quality of the City's environment.
You will be responsible for the management of transport, drainage, and planning engineering services within the scope of Development and Planning for the City Council.
NATURE AND SCOPE
Environmental Projects
Deliver the citywide programme of environmental improvements in liaison with Area Committees.
Ensure that all environmental projects managed and carried out on behalf of the Council are designed and completed to the highest possible standard and within the agreed timetable and budgets.
Set, monitor and review the eligibility criteria for the environmental improvements programme and advise Committee of appropriate amendments.
Lead a multi disciplinary team on a wide range of topic and area based projects aimed at improving the City's natural and built environment.
To manage the investigation, design and implementation of projects associated with Section 106 obligations, especially those related to open spaces and streetscape enhancements
Manage external consultants necessary to achieve the agreed work programme of the whole service.
Monitor the performance of contractors implementing environmental Improvement schemes, Section 106 schemes and other projects.
To manage cost centres associated with all environmental projects, including revenue and capital budgets and holding accounts.
Landscape Design, Planning and General
Contribute to the preparation of supplementary planning guidance, and development briefs from inception through to public consultation and Committee approval.
Provide advice on strategic matters related to the City's landscape and natural environment, including input to the Local Development Framework and other Council wide studies.
Manage the provision of advice to the Head of Development Services (for development control) on matters related to landscape architecture, wildlife conservation and other matters within the remit of the Team.
Provide the Council's evidence and act as expert witness at Public Inquiries, informal and Court Hearings on matters relating landscape and the natural environment covered by the Service and the Council.
To lead multi disciplinary, interdepartmental and inter authority landscape teams on a wide range of topic and area based projects.
Write and present reports to Council Committees and working groups on all aspects of the Council's planning policies related to this Service.
Engineering
To ensure the effective organisation and management of the City Council's engineering services for Cambridge's public spaces, ensuring the delivery of high quality, professional and value for money services.
Transport
To lead, support and manage staff, programmes and projects concerning cycling and walking in Cambridge, the provision and maintenance of bus shelters, mobility subsidies and concessionary fares.
Management / Other
To set and monitor appropriate standards for the delivery of the Environmental Projects Service.
Observe health and safety guidelines, especially in relation to on site works.
Be aware of, and comply with, the Council's Constitution and Financial Regulations.
Develop performance indicators on aspects of the Service and collate data to measure performance as required.
Ensure confidentiality at all times in all matters relating to any work or communication within the Department and the City Council.
Undertake such other duties as the Director of Environment and Planning and the Head of Policy and Projects may require in accordance with the grading of the post.
