Job Description
We are currently recruiting across a number of Local Authorities in London and the surrounding areas for BSF Project Managers. Experience of managing large and complex education projects is essential for these positions, as is experience of public/private partnerships.
Typical duties within these roles include;
Project Management
1.Lead and manage the delivery of one or more BSF projects to time, within schedule and approved costs.
2.Lead, plan and monitor the project/s through development and updating of project stage plans, and development of contingency plans.
3.The lead role with key stakeholders in schools and throughout the Council, often offering advice, assistance and support on complex matters.
4.Lead and manage the production of the required deliverables to achieve the project objectives.
5.Leading and being responsible for the day-to-day identification and resolution (or escalation) of project issues and management of risks, supporting the management of project interdependencies.
6.Work alongside technical and specialist resources (consultants and Council staff) to deliver planning, procurement, finance and other specialist products.
7.Bring in technical knowledge and expertise in education and building related fields.
8.Lead and be responsible for progress monitoring / reporting to the BSF Programme Office, and implementing good practice project change control, required configuration management and quality management (in accordance with the programme governance standards).
9.Manage the project budget and ensure that the budget monitoring and planning information is prepared in a timely and accurate manner and that budgets are contained within cash limits.
10.Implementing good practice project change control, required configuration management and apply quality management principles and processes.
11.Work with other project managers and colleagues to ensure the overall objectives of the BSF programme , as it relates to the primary school element of the programme, are delivered with a coordinated approach between different projects and facets within the programme.
Procurement/Contract Management
12.Commission and manage the client support arrangements necessary to deliver the project/s.
13.Support the Deputy Programme Director in the procurement process, including tender and evaluation, to select and appoint the contractor and partner organisation/s to deliver the programme in accordance with best value and to meet the specified outcomes.
14.Co-ordinate the work of contractors, consultants and the in-house project team (project groups) and support and advisory staff to ensure resources are effectively allocated to key tasks and activities.
Stakeholder Management
15.Lead as the main point of contact for the project/s in respect to external and internal stakeholders, especially schools.
16.Ensure all Members get the necessary advice and information to enable them to fulfil their roles effectively in policy making, performance management and scrutiny.
17.Provide advice and support for Members and Chief Officers and report to Council committees and others on the development and implementation of the project/s.
18.Develop the Council's internal network of officers working on or assisting in the delivery of the project, ensure effective information flows and the involvement of senior officers in project delivery.
19.Lead on Promoting clear and effective communication of the BSF programme activities to both internal and external audiences with particular regard to schools, potential partners, and contractors.
20.Produce succinct and structured written communication, conveying clear messages and achieving a positive impact on a diversity of recipients, choosing the most appropriate form of communications.
