Job Description
DEVELOPMENT & REGENERATION SURVEYOR
Location: Central London
Duration: 6 Months
Rate: Up to £22 p/h
The role will be to provide technical assistance and managerial support to the Principal Projects, Disposal and Portfolio Surveyors in the management of property in accordance with the Property Management specification and any other procedures, guidelines or areas of work undertaken by the Council. Staff will be expected to undertake any relevant duty at any level up to that of their scale as circumstance demand, although in the interests of all concerned, most work would be normally allocated to match the scale of the post holder. This work will be of a level of complexity that will reflect the professional experience of the post holder, but will be of a nature to develop the professional skills of the post holder. A Senior Surveyor plays a significant role in supporting the council’s property as an effective business unit and achieving CCT contract provisions.
Your principal accountabilities will include:
- To contribute to the delivery of effective property management undertaken by one of the following teams, ensuring compliance with the Property Management specification and the Councils statutory and regulatory responsibilities. Projects / Disposals / Portfolio Management / Valuation / Review / Lettings / Professional Services
Responsibility for:
- The negotiation of complex disposal projects with capital values of in excess of £2m.
- Monitoring and project management of capital expenditure projects with values in excess of £500,000.
- Providing strategic advice on the Councils investment portfolio to ensure maximum performance with an annual revenue stream of in excess of £6m.
- Complex valuations in connection with the 1985 Housing Act and Cipfa guidelines on asset valuations.
- Review the councils operational estate and make recommendations were revenue savings can be achieved and opportunities for raising capital identified.
- To accountable for the delivery of projects, which may have significant and long-term impact on the Council’s financial and property assets.
- To fulfil supervisory responsibilities required in the absence of the Principle/Senior Surveyor to manage a team of professional, technical and support staff. To provide guidance on complex matters to colleagues in other teams when required.
- To prepare reports and provide expert advice to Committee and senior officers on the development of policy and strategy related to land and property and assets and implication on service delivery.
- To responsible for the financial appraisal of property initiatives and significant financial management activities related to the team e.g. Capital receipts, rent income and recovery, budget monitoring, income management, property letting ect.
- To negotiate and enter into contracts integral to the delivery of the team projects.
- To represent the Council at a variety of forums including the preparation of evidence and attendance as an expert witness in all relevant actions to do with property matters; County Court, High Court, Lands Tribunal.
- Any Other duties appropriate to the post and grade.
Knowledge:
- A knowledge of law and administration of local government at a senior level with specific reference to legislation and regulations affecting the Council’s duties in relation to Property Holdings.
- An understanding of the external forces or trends and awareness of how they may affect the activities of the Division.
Experience:
- At least 3 years experience in a relevant property field.
- Experience in producing accurate technical statements, reports and correspondence on complex property related matters.
- Experience of meeting with and communicating complex matters to tenants, prospective purchasers, fellow professionals and any other person as required by management.
- Experience of using PC’s and networked property management systems to enhance the quality of work outputs.
The post holder will be required to work to a high standard of professional competence and efficiency; the ability to communicate effectively; have a strong commercial awareness.
