Job Description
Post - Temporary Network Management Adviser
Background
The Traffic Management Act 2004 placed a new duty on Highway authorities to manage their road networks in a manner that secures the expeditious movement of traffic. To do this, each borough must appoint a Traffic Manager, who will be responsible for ensuring there is management of the day to day running of the highway network, overseeing the authorities’ network management duty which also involves planning and coordination of all works on the highway.
There are a number of issues to address, including the system of notifications to Transport for London for highway works that could impact on the Strategic Route Network. Most importantly, this borough needs to develop new internal structures and procedures to fulfil its own borough network management duty. As a result, an experienced street works/traffic engineer who has a thorough understanding of the Act, and of the issue of traffic management in London and of the impact of street works on the movement of traffic is required to assist in moving this piece of work forward.
Person Specification
The ideal candidate must be:
· Educated to Degree level or equivalent in a transport or highway engineering related field
· A minimum of 3yrs experience in a street works/ highway management environment
· Understanding and appreciation of the Code of Practice fopr implementing the New Roads and Street Works Act (NRSWA)
· Ability to research and understand requirements for the borough of the TMA 2004, the scheme notification process, and coordination/permitting systems for highway works required as part of the Network Management Duty.
The Role
The key tasks currently expected to be required include:
· To research and collate relevant information and advise staff on TMA as requested by the Head of Transport and Planning Policy or delegated manager
· Develop a flow chart of the notification process and permitting arrangements, and set out a programme for meeting the key deadlines associated with these events
· Review existing street works register system for opening notices and advise whether it can be adopted for the new permit regime
· Prepare a business case to justify the investment required to meet this authorities’ Network Management Duty including policy development , evaluation and monitoring
· Produce a report recommending any internal structures and procedures to be established within the council for the monitoring and evaluation requirements of the Act
· Liaise internally and externally with partner organisation to ensure that staff receive training on the scheme notification process
Reporting To:
The successful candidate will report to the TMA Steering Group of officers via the Head of Transport and Planning Policy but would be under the day to day management of the Acting Head of Traffic Management
Duration of Contract
The contract will run for an initial period of 3months but may well be extended by mutual agreement.
Hourly Rate
£25 - £30 per hour
