Job Description

The responsibility of the Senior Clerk of Works will be to:

• Provide a Clerk of Works service.
• Maintain the highest possible standards of achievement such that projects and programmes are delivered on time, to budget and the required quality.
• Safeguard the Council’s interest on and around the site of allocated schemes, represent the Council at all times on site but operate under the general direction of the Co-ordinating Consultant/Contract Administrator either in-house or out-house in respect of particular projects for the Council or outside agencies.
• Establish and maintain clear communication and occasionally assist with the development of policies and strategies relating to Clerk of Works matters to ensure an integrated customer focused service to residents of Islington and other users of the service.
• Occasionally deputise for the Group Leader Clerk of Works as necessary.
• Work in a corporate, co-operative and collaborative way with other Council Officers.

DUTIES COMPRISE:-

1.Occasionally deputise for Group Leader Clerk of Works.

2. Assist Group Leader Clerk of Works in daily supervision for staff and/or work.

3. Supervision of work in progress to ensure that materials and executed work are in accordance with the specification and drawings.

4. Examination of the specification and drawings to draw attention to any discrepancies.

5. Reporting to Co-ordinating Consultant/Contract Administrator relevant matters regarding site practice, construction and material.

6. Index and file all drawings and correspondence.

7. Liaison with visiting inspectors (eg. Building Control Officer, Drainage Inspector, etc).

8. Supervision of application of tests on materials, executed work and equipment.

9. Recording progress and all other relevant matters and reporting thereon to the Co-ordinating Consultant/Contract Administrator.

10. Maintenance of a critical but constructive relationship with the contractor’s supervisory staff.

11. Inspection of finished work, preparation of schedule and supervision of remedial works and certification of approval of standards of work. Scheduling of snagging items and defects at practical completion and end of defects liability period.

12. Inspecting and providing guidance to staff allocated to assist with projects; refer associated problems to Group Leader Clerk of Works.

13. Participation in the in-service training scheme for staff within the section.

14. Preparation of specification and the issuing of direct orders to the contractor for various minor works and defects, subject to approval of financial implications by the Co-ordinating Consultant/Contract Administrator.

15. Checking invoices against prepared schedules under the general direction of the Co-ordinating Consultant/Contract Administrator.

16. Preparing weekly reports on Health and Safety provisions on site.

17. Liaison with Housing Department staff in respect of housing projects with tenants in occupation.

18. Attending tenant association meetings with Co-ordinating Consultant/Contract Administrator, as necessary.

19. To provide a Clerk of Works service across a full range of generic work.

20. To liaise with tenants, contractors, tenant liaison officers and client officers with regard to work with tenants in occupation or involving temporary decanting of tenants.

21. Use and assist others to use information technology systems to carry out duties in the most efficient and effective manner.

22. To carry out duties to meeting Health and Safety requirements and regulations, including CDM regulations, both within Council premises and on site to monitor and advise on Health and Safety issues on relevant areas of work, and to monitor and instruct contractors on Health and Safety and Employment Practices resulting from the Council’s special contract compliance clauses.

23. Provide directly, or through the Co-ordinating Consultant/Contract Administrator, technical advice and supervision where a Building Control Officer is not directly involved on site.

24. Provide appropriate level of supervision of trades including standards of workmanship to take account of new products, technical requirements and changing contracting and sub-contracting practices.

25. Monitor performance of work in progress to ensure its effective conclusion.

26. As appropriate, instructing and advising staff on measures to achieve objectives.

27. Assist and contribute to the implementation of a practice account . Monitor fees, take corrective measures as necessary and ensure that work is completed within time and fee allocations.

28. At all times carrying out responsibilities/duties with due regard to the Council’s Equal Opportunities Policy.

29. Such other minor and/or non-recurring duties, appropriate to the post as may be directed.
