Job Description

The increased work generated has opened up an urgent vacancy for a Quantity Surveyor who will be responsible for the control and management of payments for allocated maintenance contracts. In addition you will ensure that all payments for allocated maintenance contracts are made within timescale in accordance with the Council’s Financial regulations and audit recommended practice as well as ensuring that on allocated maintenance contracts the appropriate level of post completion inspection is carried out and relevant follow up action taken.
Duties will include the following:
Assisting in the preparation of Schedules of Rates and amendments to existing contract documents.
Assisting in the calculation of valuation application or invoice payments to contractors on a regular basis.
Authorising payments for allocated maintenance contracts.
Complying with the methods and level of checking stipulated by the Finance Manager, Internal and District Auditors.
Attending meetings with contractors within parameters set by supervising QS.
Providing estimates for works based on Schedules of Rates or analytical estimating methods.
Carrying out regular financial monitoring and cost control of the allocated responsive and planned maintenance contracts.
Producing statements of variations and contract accounts.
Assisting in the management of all financial aspects of the allocated maintenance contracts.
Assisting in the preparation and checking of final accounts.
Provision of information supporting leaseholder service charges.
Co-ordinating the post-inspection process for allocated repairs contracts ensuring that checks are done within timescale as defined in contract documents or internal procedures.
Ensuring that all payments processed comply with the Councils Constitution and Financial Regulations and other relevant procedures.
Arrange and attend regular meetings with contractors and other members of the Technical Team to discuss variations and other contract administration issues
Undertake any other duties as directed by the Quantity Surveyor or Principal Quantity Surveyor
Essential Skills
Good all round standard of education including passes at A level or equivalent.
Trained in Health and Safety legislation related to Construction contracts.
Trained in contract legislation relating to construction contracts.
Previous experience using computers, including standard software packages i.e. Word and Excel in an office environment.
Previous experience quantity surveying on Schedule of Rates contracts.
Previous experience managing responsive repairs or construction related contracts.
Good IT skills.
Ability to communicate effectively both orally and in writing.
Good numerical skills.
Accuracy in both written and numerical work.
Ability to work to and achieve tight deadlines.
Knowledge of procurement of building works for Local Authorities.
Knowledge of different types of building contracts and when to apply them.
Understanding the importance of equal opportunity issues in the delivery of services to the community.
Knowledge and understanding of personal responsibility with in the Council’s Equal Opportunity policy
An understanding of quality issues and their importance in service delivery.
A knowledge of current legislation to the post e.g. Health and Safety at Work Regulations
Knowledge of the Health and Safety legislation relating to building maintenance works and building contracts.
NB: It is desirable that you are studying or qualified in construction related subject at HND/HNC level and possess previous experience working as a QS in Local Authority.
